Those are the ranges we quote and the ranges we see in UAE proposals from other teams. They are estimates for typical builds. Below we cover what moves a project from the bottom of a range to the top, and which costs never appear on the first invoice
What does a WhatsApp automation build cost?
A focused WhatsApp build costs 15,000 to 40,000 AED. That buys one workflow done properly: inbound messages get classified, the bot answers what it can, qualified leads land in your CRM with the conversation attached, and everything else goes to a named person with context
The low end assumes one language, one CRM with a clean API (HubSpot or Zoho), and a lead source you already control, such as a website form or a click-to-WhatsApp ad. The price climbs when you add Arabic and English with voice notes, when leads arrive from Property Finder, Bayut and Dubizzle in three different formats, or when the CRM is a custom system with no API and we have to build one first
The channel itself has its own bill. Meta charges per delivered template message, with rates set by template category and by the recipient's country code; replies inside the 24-hour customer service window are free (Meta pricing docs). A Business Solution Provider (BSP) usually adds a monthly platform fee or a per-message markup on top. What do document pipelines cost?
Document pipelines cost 40,000 to 120,000 AED, mostly because of the documents themselves. Reading a clean PDF is cheap. Reading a phone photo of a stamped Ejari certificate, a scanned SPA with handwritten amendments, or a developer NOC in Arabic is where the engineering hours go
A pipeline has four stages: intake (email, WhatsApp, upload portal), extraction (OCR plus a model that pulls named fields), validation (cross-checking fields against each other and against your records), and a review queue where a person approves anything the system is unsure about. The validation rules and the review queue take more time than the AI part. A pipeline that extracts 30 fields with no checks will feed wrong data into your CRM at machine speed

A full operational system costs 120,000 AED and up; the ones we see quoted for multi-team operations land between 200,000 and 400,000 AED, and some go higher. At that size you are paying for several workflows sharing one data model, admin tools your staff use daily, role-based permissions, audit logs, and integrations that write back as well as read
Our Inventory CRM is in this class: around 8,000 units moved out of Excel and developer PDFs into a system with live statuses and an AI assistant that proposes changes for a human to approve. Status accuracy went from about 60% to about 98%, and finding a free unit went from roughly 2 hours a day to about 10 seconds. Model spend is the line people misjudge in both directions. A WhatsApp bot handling a few hundred conversations a day on a mid-tier model sits near the bottom of that range. A pipeline that sends every 40-page SPA through a large model with full context sits near the top. We usually cut it by routing simple messages to a small model and keeping large ones for the cases that need them
Maintenance is the other one. Meta changes template rules, portals change lead formats, your CRM vendor ships a new API version, and a model provider retires the version you tested against. Someone has to notice and fix each of those. If nobody is paid to, the system degrades over months and you find out from a customer
How do UAE agencies price: fixed vs retainer?
Most UAE agencies price a defined first build as a fixed fee and post-launch work as a monthly retainer. That is how we price too, and we think it is the right split: the build has a scope you can write down, and the run phase does not
Fixed fees work when the scope is one workflow with known inputs and outputs. They break when the scope is vague, because the agency either pads the quote or argues every change request. Time-and-materials suits exploratory work, such as testing whether a model can read a document type at all, but you should cap it
Before you sign, check that the contract assigns you the source code, prompts, workflow definitions and data pipelines. Check who holds the Meta Business account and the BSP contract; it should be you. Check where personal data is stored and which subprocessors see it, because the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) puts obligations on you as controller regardless of who wrote the code. When is off-the-shelf cheaper than custom?
Off-the-shelf is cheaper when your workflow matches the tool's default workflow. A shared WhatsApp inbox with canned replies and basic routing from a BSP dashboard costs a few hundred AED a month, and for a small team answering general questions it is the correct choice. Custom becomes cheaper when you are paying people to work around the tool. The usual signs: staff copy data from WhatsApp into the CRM by hand, agents re-type fields from an Ejari or SPA into a spreadsheet, or you pay for three SaaS products that do not talk to each other. Two staff spending two hours a day on that copying adds up to roughly 85 working hours a month. Price those hours at your own payroll rate, subtract the monthly run cost from the table above, and divide the build fee by what is left. The result is a payback period in months, and it is a better basis for the decision than any vendor's opinion, ours included
Ownership changes the long-term sum too. A SaaS subscription stops working the day you stop paying. A custom build is yours, including the code, so the money after year one goes to maintenance instead of rent

How to start without overspending
Start with one workflow you can measure in weeks: response time on portal leads, or hours spent re-typing document fields. Build that, measure it against the number you recorded before, then extend the same pipeline to the next workflow.
