WhatsApp Business Platform (Cloud API) in the UAE: real per-message pricing, BSP markups, verification and template rules, and what setup actually involves

WhatsApp Business API setup and per-message pricing in the UAE

The WhatsApp Business API (Meta's Business Platform, via Cloud API) is billed per delivered message. For UAE numbers on the rate card effective 1 October 2026, a marketing template costs AED 0.2115 and a utility or authentication template costs AED 0.0576. Replies inside the 24-hour customer service window are free for the first 1,000 messages a month per number, then billed at the utility rate. A BSP fee comes on top

What does WhatsApp Business API actually cost in the UAE?

Meta charges when a message is delivered. The price depends on two things: the message category and the country code of the person receiving it. Since 1 October 2026 the chargeable set covers free-form service replies and utility templates inside an open customer service window too — the first 1,000 service messages per business phone number each month stay free (Meta pricing docs).

Here are Meta's list rates for recipients on +971 numbers, taken from the official AED and USD rate cards effective 1 October 2026. The AED is pegged at 3.6725 to the dollar, so the two columns agree

The price follows the recipient's country code, whatever number you send from. Dubai agencies selling off-plan to overseas buyers pay the buyer's market rate — check the rate card for each market before you budget a broadcast

There are two more ways to send messages without paying. If a user reaches you from a click-to-WhatsApp ad or a Facebook Page button and you reply within 24 hours, Meta opens a 72-hour free entry point window in which every message type is free. Utility and authentication messages also get volume discounts: for UAE recipients the utility list rate applies up to 100,000 messages a month, then drops 5% per tier, down to 25% off above 80 million. SMEs pay list price

Meta may change rates on the first day of any quarter and gives at least a month's notice (pricing calendar). Check the rate card before you sign a yearly budget.

What does a month actually cost for a Dubai agency?

Since 1 October 2026 replies inside the window are only free up to the 1,000-per-month service allowance, so a busy agency's Meta bill now includes its service replies and in-window utility messages, not just broadcasts. The model below is a 20-agent brokerage with portal leads from Property Finder, Bayut and Dubizzle. The volumes are assumptions for illustration. The rates are Meta's

Two things follow from this table. The UAE marketing line costs six times the utility line for two-thirds more messages, so the cheapest optimisation is to send fewer broadcasts and better utility messages. The BSP line can be larger than Meta's entire bill, which is why the BSP choice matters more than the per-message rates for most SMEs

For a 20-agent brokerage on the +971 rate card, the Meta bill for a month sits around 1,200 dirhams, and the BSP fee can be larger than the whole of it.

App vs API: when does a Dubai SME need the real thing?

If one or two people answer fewer than about 50 chats a day from one phone, the free WhatsApp Business app is enough. You need the API when several agents must share one number, when chats must write to a CRM, or when you want a bot to answer at 2 a.m

The app gives you a business profile, quick replies, labels and a catalogue on one phone plus linked devices. A two-person holiday-home operator or a small fit-out company can run on it for years, and paying a BSP for that setup would be wasted money

You have outgrown the app when leads reach agents through forwarded screenshots, when nobody can tell which agent last spoke to a buyer, or when a Bayut enquiry from Friday night gets its first reply on Monday. Syncing contacts and conversation history into HubSpot or Zoho is another trigger. Each of these needs webhooks and programmatic sending, and only the API provides them

One rule cuts the other way. Meta's Business Messaging Policy allows automation inside the 24-hour window only if the customer has a clear path to a human: in-chat agent transfer, phone, email, web support or similar (WhatsApp Business Messaging Policy). A bot with no escalation route breaks policy on either product.

What do BSPs not tell you?

A Business Solution Provider is a Meta partner that hosts the inbox, the bot builder and the onboarding flow on top of Cloud API. Most SMEs go through one. The sales call covers the dashboard. The items below rarely come up, and each one is expensive to fix after launch

The fee structure is often two layers

Some BSPs pass Meta's rates through at cost and charge a subscription. Others charge a per-message markup on top of Meta's rate, sometimes with a subscription as well. Ask for the per-message price for each category, in AED, in writing, and compare it with Meta's rate card. Any difference is margin

Who owns the WhatsApp Business Account

The WhatsApp Business Account (WABA), the verified business portfolio and the phone number should sit under your Meta business portfolio, with the BSP added as a partner. If the BSP creates them under its own portfolio, moving to another provider later means a migration project, and your template library and quality history may not move with it. Check this before you send the first message

Number migration can wipe chat history

You can usually keep your existing UAE number, but read the conditions first. To move a number from the WhatsApp Business app to Cloud API directly, you delete the app account; the history on that number is lost and the number stops working in the app (Meta: migrate an existing number). Some BSPs support business app number onboarding, which keeps the app and the API running side by side with history preserved. Ask whether yours does, back up chats either way, and make sure the number can receive the verification code by SMS or call.

Templates get rejected or re-categorised

Meta reviews every template, and a decision can take up to 24 hours; appeals take up to another 24 (Meta: template review). The common rejections are mechanical: positional variables numbered out of sequence, a template that starts or ends with a variable, too many variables for the text length, duplicate wording, or a request for sensitive identifiers. That last one catches real estate teams. A template asking a tenant to "send your Emirates ID and passport copy" for an Ejari registration will be rejected; collect documents inside a conversation the customer started, or through a secure upload link.

Meta also checks the category. Since April 2025, if you submit a template as utility and Meta decides it is marketing, it is approved as marketing and billed at the marketing rate (Meta: template categorization). "Your viewing is confirmed for 4 pm" is utility. Add "also check out our new Dubai Hills launch" and the whole message becomes marketing, at 3.7 times the price.

New portfolios start at 250 recipients a day

A new business portfolio can message 250 unique users per rolling 24 hours outside the service window. Completing business verification raises that to 2,000, and further tiers (10,000, 100,000, unlimited) require sustained high-quality traffic and consistent use of at least half the current cap (Meta: messaging limits). Inbound conversations do not count toward the limit. A launch-day broadcast to 5,000 contacts from a fresh, unverified portfolio will not go out.

How does setup actually work?

From a standing start, plan for one to two weeks of calendar time. Most of that is waiting on Meta verification and template review; the technical work is a few days. These are the steps we run, in order

  1. Create or confirm the Meta business portfolio. Use a company email domain and add at least two admins so access does not depend on one person
  2. Start business verification. Upload a document showing the legal name and address; for a UAE company that is usually the trade licence. The name on the portfolio must match it exactly, including "LLC" or "FZ-LLC"
  3. Pick the access route: a BSP, or direct Cloud API if you have engineers. Confirm the WABA will be created under your portfolio
  4. Prepare the number. Decide between a new number and migration. If migrating, back up chats and confirm whether your provider supports business app onboarding
  5. Register the number and set the display name. Meta reviews display names against your brand, so "Acme Properties" works and "Best Dubai Deals" probably does not
  6. Write the first five templates: one marketing, three utility, one re-engagement. Submit them on day one, since review runs in parallel with everything else
  7. Configure webhooks to your CRM so every inbound message, status update and template status change is logged against a contact
  8. Build opt-in capture. Meta requires opt-in before you message someone first (WhatsApp Business Messaging Policy). A website checkbox, a click-to-WhatsApp ad or an in-chat confirmation all work. A purchased list does not.
  9. Define the human handoff: who gets escalations, within what time, and what context the agent sees
  10. Send test messages to five internal numbers across +971 and one foreign code, then check the pricing category on each delivery webhook against the rate card

Can you run an AI bot on WhatsApp after the January 2026 policy change?

Yes, if the AI answers your own customers about your own business. Meta's updated terms, effective 15 January 2026, restrict providers of general-purpose AI assistants, such as public chatbots built on large language models, from offering them on the Business Platform except where law requires Meta to allow it (Meta: AI Providers policy).

The same page says the change does not affect how Meta charges every other business. A Dubai agency whose bot qualifies buyers on its own listings, books viewings and hands off to agents is a business using automation for its customers, which the policy permits. A product that lets any WhatsApp user chat with a general assistant is the case Meta restricted

Unofficial tools are the separate and larger risk. Scripts that drive the personal or business app through a browser session, or "unlimited broadcast" tools that skip templates and opt-in, break WhatsApp's terms, and Meta can limit or remove access for violations (WhatsApp Business Messaging Policy). For an agency, that can mean losing the number printed on every portal listing. On the official platform, falling quality ratings show up in WhatsApp Manager before enforcement, so you can act on them. An unofficial tool gives you no such signal.

For a UAE business the Meta bill is rarely the problem: the first thousand service replies a month are free, utility messages cost under six fils, and a busy agency still spends well under two thousand dirhams a month on Meta delivery. The cost and risk sit in the BSP contract, the account ownership, the number migration and template categories.
